Hello,
Can I still visit Canada using my US Permanent Residence and Texas State ID without my foreign passport? In fact I lost it and I never wanted it.

No you cant.The passport is the document identifying your nationality man
If you are traveling by air you need a passport.
But if you travel by land you can visit Canada with your greencard and some other i.d. THe best thing to do is contact the Canadian Border Services.
Then I assume you would want to go back to the States and naturally the next question is can you get back into the states? Here is a website that answers that question
