USA police clearance certificate

Hello Good People :

I got offer in MS program, Now planning to process study permit. As far I know I have to submit Police Clearance certificate, I was in USA from 10th August 2015 to 19th May 2016.
Now living in my home country,
Do I need USA Police Clearance Certificate ?
If Yes, How may I get this ?

i have not submit for study permit yet, But I will do it very soon, Should I submit without it ?
