Does anyone know if you need a state police certificate to go along with the FBI one? My wife who i am sponsoring has only lived in one state California.
no, state certificates are not required upfront, only FBI records are. If there is some criminality issue, then CIC may request staterecords at a later date, though it is a very select few who get this request.

CIC does their own background and security checks, so it is only a small number of people who get a request for RCMP records. normally, they are not submitted upfront.

I can't remember exactly but I believe they did ask for them. I checked my file but I didn't see that particular email right away. I had been in Canada for 4 years by the time my PR finally went through so that could have had something to do with it.
