Usa f1 student wants canadian study permit....question

My friend is on Usa f1 student visa status....her i20 expires dec 17 coz she is gradting with her masters...she has been admitted into a canadian university for phd they are going to fund her tuition and living expenses....she got her acceptance n funding letter mid nov n just mailed her application to detroit office....classes start on jan 6......can they issue her visa here or she should have gone back to her home country n apply....she applid here coz shhe has bout 2 weeks from ggraduation to when school starts....experts pliz respond..thanx
