As far I remember and know, there should not be any issue for you to go to canada on PR from US even if you are out of status.
I dont think it will be an issue
Do not forget to mention complete details of this in the application form - there is a section in it rgaeding this
Also, most importantly u should not be convicted of any crimes of illegal things while illegal stay in USA
Canada and US r 2 seperate countries and even if u r illegal in canada u can apply after 2 years so US should not be an issue
Good luck
Overstaying your visa in the US is not a criminal offense and would not affect your Canada immigration.
Even in the US a voluntary departure is not a ground for inadmissibility as long as you leave within the specified time frame.

But what is the specified time? this person is in US for more then 3 yrs without visa or stayed more then he should according to his visa.

I will not be an issue but might create I may be wrong might create a need for an interview with the IO/VO to understand the reason. If you provide the reason along with the application then it might not.
Best of luck
I have an irrelevant question. Can you work as a skilled worker for a company in US if you are out of status? Sorry. I am just curious.
