My Mom has recently traveled to Canada (on 28-Apr-2019) on Visitor super visa and traveling back to India on 21-Oct-2019. While she is here, i'm planning to apply US Visitor visa for her. How soon can I apply US visitor visa for her?Is there any minimum time that my mom has to stay here in Canada before I apply US visitor visa? Any risks? Please advise!

There are no risks as such - the worst case is that she gets denied. It will depend on her profile.
Just check interview appointments. They can be quite busy.

I heard from some of the friends/colleagues that i need to wait for 3 months before I apply US visitor visa. Any advise?
Unless your friends have a reason for that, I don't know why you would need to wait three months.

There is no such rule.
Waiting 3 months is even worse, IMO, given that she will only have visitor status (even if it's a super visa...assume that the US officer does not know or care what a Canadian super visa is) and not long-term status in Canada.
It's generally recommended to apply for a US visa where one has citizenship or working or PR status, but I have heard of a few cases of people coming in on TRVs and getting US visas at a US consulate in Canada.
