For 7 years I lived and worked in Canada, and applied for PR at that time (I am a US citizen). But then I moved back to the US to work in 2014. However, I let my PR application remain, thinking I might as well keep it in the works. I received PR about a year ago, and have a few more weeks to take advantage of it. That is, to present it at the border.
I would like to retire from my current job in two years and move back to Canada then. But I need to start my PR now or it expires. Can I do that? I would fulfill the residency requirements starting when I moved back in 2019.
If I do that, where do I pay taxes in the interim? And if I return to Canada for a visit in the interim, can I just use my US passport?
People do short landings all the time just to activate their PR but you must do so before the document expires. You will need an address in Canada to have your PR card mailed to and will need the same to return to Canada so will need someone to forward it to your US address, Canada Immigration will not do that.
Once you have landed you must be in the country a minimum of 2 years out of 5 years so in effect you could stay away 3 years maximum after initial landing.
Others will correct me but as you are not actually taking up residence with a short landing then you are not becoming tax resident at that time.
