I would like to live in Vancouver BC only. My wife and kid will also be moving with me to Canada. So, being able to register my kid in schools is important as well.
Do I need to apply for federal skilled worker program?
My score is 403/1200 which is probably very low and means I don't have a good chance of getting the visa.

Yes, you would need to apply through one of Canada's economic immigration programs.
You are right. 403 is far too low a score to have any chance of being selected through the FSW / Express Entry program. You need a score of 480+ to have a good chance of being selected.
Since FSW / Express Entry isn't an option, you'll need to research the PNP (provincial) programs to see if any of those are options for you.
if you work in Canada for 1 year (after transfer through a work permit) you can apply for canadian experience class
once your one year of experience is over you can claim 50 or 200 points if your employer can offer job for atleast1 year 1 think
