Is it sure that a person who get the pre approval visa will get travel visa to canada if not then it will be money wasting as first he paid fees to college and studied 1 or 2 semester then he will not allowed to go canada
 
Now in the covid canadian govt had decided to give permission to students that they can study in their home town the permission is called pre approval visa then after the covid they will get a travel visa
