Is work done after completion of studies and before getting post graduation would be considered as experience under CEC ?
My course will be end in december 2014, and if from Jan 2015 i work on payroll under one of NOC category and get PGWP in march and file application after one year in Jan 2016, would it be considered as one year experience? Would i be able to eligible for PR ?

If your graduation date in in December 2014 and you work on an off campus work permit from Jan 2015, then you can apply in Jan 2016.
If you do not graduate or show solid proof of education completion by December 2014, then it primarily depends on the case officer processing your case.

That is correct. To be 100% sure that your experience on a OCWP counts, degree should have been conferred. So if you get it in Jan 2015, apply in Feb 2016 (keeping a week of so buffer).
You will get a confirmation of graduation letter from your college upon graduation.. that will be treated as the day you have graduated, not the day when you receive your degree... usually the letter of graduation is issued by colleges 3-4 weeks after exam completion.. any work undertaken after the completion of graduation date will be counted towards CEC experience even if it is acquired on off-campus workpermit..
