Urgent: What is "ISD in CAIPS / GCMS in CHC London" ?

My visa office is London and In my GCMS notes it is written

File to ISD for review and further instruction. Does any one know whats that. Is it some unit in CHC London or the name of immigration officer.

Any one else got ISD in his/her CAIPS/GCMS

"FILE BF'D TO: ISD ON 22-12-2010"

but I don't know what does "ISD" mean here?

As far as i know its department Abbreviation, all the FSW application will be routed thru the same.

Not sure what ISD stands for, every VO has a similar department but the name is different.

Example: "ECU" for New Delhi Visa Office
