1) For one year in Toronto, i worked in restaurant. I worked there as manager. We have only 1 part time employee sometimes even no one. Means to say like i am only the full time as well as part time employee there. “In a nuttshell, I have only this experience of 1 year as a manager from this small restaurant with almost no employees..Am i eligible for having this restaurant experience for CEC requirement?”

2) My study from India and Canada is not in restaurant field. In India I did BTech in Mechanical Engineering and in Canada 2 year PG diploma in Quality Engineering. so, basically my study is not in this field so its fine for CEC requirement?
 
1) You will need to ensure that you carried out the majority of the duties in the relevant NOC code and that the letter of reference reflects those duties. Your question presumeably revolves around the issue of supervision of staff so you need to check the NOC wording.
2) Yes fine for CEC to have a job in a field different from your BTech.
 
So, how to show them that i follow the exactly same duties which are mentioned in NOC?


Above you have indicated that you do NOT do the same duties.Two of the key duties you already indicated you do not do:
  • Recruit staff and oversee staff training
  • Set staff work schedules and monitor staff performance

So in your words, what are your duties? I frankly cannot see how a restaurant operates without a cook, without wait staff, etc. and this is not envisaged in the NOC.
 
The thing is that Sir when i work there at that time we have 1 part time employee, else this same owner have 3 same restaurants. So, usually other employees come on shuffling basis and work here. Because this location was not that busy

So either you supervised staff, or you did not. And you have not yet described your job duties. So far your restaurant sounds more like a front for illegal activities than a place that serves food to customers : ) (JOKING).

In cec class ircc website stated that 1560 hrs of full time work experience for 12 months which is 30 hrs per week.

But , i am working 40 hrs per week so the proposed hrs of 1560 i may reach in 9 months so in this case can i apply for cec class.

No you can't. You need to complete 1 full year as per date of your joining.

The letter from your employer that you will need for your application as one of the mandatory subjects has to list your job duties. Its generally advised that the letter should not include a cut and paste from the NOC specification but should be written in the employers own words.
