1.) I am a foreign student in Canada (been here 4 months); I qualify for Quebec immigration and want to apply for the Quebec Selection Certificate, should I submit my application to Montreal Office or to Accra (who processes federal applications for people from my country of origin). This is bearing in mind that I cannot fly to Accra to attend interview if any as I am already in Canada (but Quebec Government want you to have been in Canada for 1 year before applying from canada).
2.) I did French up to Senior High School; Can I submit my application for Quebec immigration without TEF or TEFAQ results? And enclose proof of enrollment in French classes (receipts). I thought this may be effective as the classes will be in Ottawa & I have lived in Ottawa for months which is a multilingual City. Furthermore, I am volunteering on campus working which involves contact with French students. I will submit language test results before end of this year (if requested).
