The link here does not say WHERE should the draft be payable.
It states "RECEIVER GENERAL CANADA". Every bank in UK will give you a such a draft. It has to be in the name of the "RECEIVER GENERAL CANADA" in Canadian Dollars. Send the Draft to CIC London and they will issue you a receipt once they get it.
