I lived from 2002 to 2010 in Karachi, Pakistan. My 18th birthday was in 2008. From 2010 to 2014, I moved to Islamabad for studies and since 2014, I have been living in Dubai, UAE.
I have already got the PCC from UAE but I am very confused for the one that is required from Pakistan. Do I need to get two separate local police reports from Pakistan? One for Islamabad and the other one for Karachi? I am originally from Karachi but my last living address for Pakistan was Islamabad. After graduating, I moved to Karachi for 10 days before permanently moving to UAE.
you need to provide Police certificates from whenever you turned 18. so you will have to get two certificates as you loved in two different cities. I woul d recommend you get one from Karachi covering 2002 to 2010 and another from Islamabad from 2010 to 2014.Dont leave a SINGLE day/month out as yesterday they rejected someone on the forum for not covering ONE month. Your Islamabad one should cover upto the last date that you moved to UAE as it is only a transit visit before you permanantly moved to UAE. This is my humble opinion...perhaps some others can guide you better.

I lived from 2002 (18th Birth-date) till 2009 in Islamabad at Address A, and then moved to UAE.
My parents moved to Address B within Islamabad in 2012, I have been visiting Islamabad frequently and just visited lately in January 2017 at Address B.
Do i need two PCC from Islamabad:
1 - for Address A (2002 - 2009)
2 - for Address B ( for my last visit)
One police certificate covers one whole city not just one address.. but when u apply for it u hav to put in all the addresses (in one form) where u lived in that city. DO NOT leave gaps !!

count the no. of months in total since you turned 18, that you have stayed in Pakistan. if it is over 6 months, get a PCC for pakistan from the embassy at UAE but in the past 10 years if your actual stay in Pakistan is lesser than 6 months, you do not need a PCC from Pakistan and it goes without saying since you've lived in UAE your whole life, get a UAE PCC as well.

Thanks so much for help.
But i want further clarifications since 2008 until 2018 i am sure my stay in pak must be less than 6 months. My last visit was 17th July 2017 unt
that is what I have been saying from the beginning. you probably turned 18 thirteen years ago judging from your username. so you should count the past 10 years. From 2008-2018, if your stay in Pakistan is over 6 months - yes you need a PCC from Pakistan, but you should get it from the Pakistan embassy at UAE since you're a resident of UAE.
