Can his health issue be classified as serioius ilness?
Also for the flight ticket, is it acceptable to provide one way ticket as I am not sure when I will be back and airlines can only provide a maximum duration of one year round trip ticket

1. You can certainly try. Make sure you follow the online instructions and submit a doctor's note and any other supporting documentation.
2. Yes, you can provide a one way ticket.
Note that you don't need to have a valid PR card to leave Canada. You can leave Canada without a valid PR card and then apply for a PR Travel Document once you are outside of Canada in order to be able to return. This may be the better option if you need to leave Canada immediately.
