I am applying from Japan to Manila visa office for study permit. I was asked to submit a police clearance certificate. I got one from Tokyo Police Department but the document is sealed inside a cover and the cover says the seal has to be opened only by immigration canada.
But I am applying online and I have to upload online. So, is it fine if I open the cover, scan and upload the document? Or should we send the sealed document to manila visa office via mail post?
