I'm very sorry to hear this. I'm afraid it might be a NER or a rejection. Ecas errors where quite common in the past, not so much now. You will have to wait and see. Consultants have been quite known lately to provide "fake" employment offers so FSW2 are getting very tough checks in their arranged employment verifications. Did you interview for the job (this is a common indication of a fake offer by a consultant)? If it is an unfair rejection you can always appeal.
If you have already received PER it might be an error--> contact CIO quickly

Yes you may. But, I think it depends on the reasons for rejections.In the events someone is caught commiting fraud of some sort I beleive you are banned for applying for a period of time (2 years ussually). Seniors please clarify if this is correct.
