No u cant use any exchange company only banks are authrize to do so. No its not mandatory to have account with Standard Chartered any bank can do it. u can use ur own bank to do it but u should have a FC Account. Not a big deal i think. best luck

You can also pay by Credit Card. Applicants who apply on or after September 08, 2009, are now able to pay with a credit card (Visa, MasterCard, American Express)
I had this same issue last month (April 2010) and all the banks that I've visited required me to have an account. Moreover, my bank - the great Barclays does not issue demand drafts / managers cheques / money orders.
However, You CAN get it at Al Fardan Exchange located on Khalid Bin Waleed Street (Computer street, Bur Dubai) near Royal Ascot Hotel. They are the only exchange house that WILL issue it.

Thanks for the info. Maybe next time I can use it. I have submitted my application last March 28, 2010. I used the bank account of one of my friend and I was able to get a bankdraft.
I am reviving an old post. I hope somebody will be notice this and would be able to answer me.
Has anyone did payment through DD from Dubai. if yes, from which bank/exchange house. and most importantly if this has worked.
I checked with my bank they advised they would be able to provide me with a DD nonetheless, they added their DDs are getting rejected in Canada for a reason of "missing fields". So I want to find a bank/exchange house that provided DDs accepted by ONIP.
