Im not from Vancouver but I had mine at www.docsbase.ca, I sent them the copy of the stamps through email. Mine was same as yours Turkey and KSA stamps. it was done between 1-2 days and cheap from three companies I inquired from. They sent through email the scan copy of certified translation and mailed the original.

Thank you very much for your information. However, I do not have time to wait for the document to be mailed. I need it for Wednesday (Feb 14).

Hopefully, some of Vancouver applicants would reply.
