Urgent, Passport request

Hey guys,
A month ago, we were asked to submit our passports. However, as I am in Canada and my wife is not, I asked CIC office where we should submit our passports. I had not received any reply so I asked my wife to send her passport to me. Then I submitted both our passports to Ottawa. Now after a month, they replied me that I have to submit them to Ankara office. Our passports are already in their office in Ottawa. I would really appreciate it if someone can help me.
