How it can be considered urgent when the employment is taken outside Canada . As long as you are in Canada and part of the Canadian payroll or government related , I think will be considered urgent . Else something related to medical.

Once u get your certificate, complete the passport application (and photos etc)
Go online on service canada website, fill the form for callback, indicate on that page that u need passport service.
They gonna call you, and give u appointment at passport office to apply in-person (since u have urgent need)
Be prepared to take proof of urgent travel when u go to the appointment.
