URGENT HELP: TRV Canada

Hi I am an International student, I came to canada on Student visa. after first semester of my study in I switch to different program with different Institution which also comes under SPP rule. My visa and study permit was expired on March 2012, I appied for extension in my study permit and I got within a month which expires till July 2013.
In coming February my elder brother is getting married, and for that I have to visit India. I applied for TRV at CPP ottawa on 2nd Jan. After 3 weeks they returned my passport with a letter which states to check my admissibility in Canada they transferred my application Canadian consulate at Los Angeles, and may a interview will require for that I have to go Los angles.

I never heard they process application like this. and now i have no time. i already booked the ticket. Can anyone here help me please what should i do next to get my visa asap. and why they did this to me.Please help me.

Well CIC feels that a decision can't be made on your application without an interview as they appear to have doubts. You either go to LA for the interview or you don't and apply for a new TRV in India when you are there.

So are you suggesting me to withdraw my application.
also if i withdraw my application isnt it leave a bad impression on my profile for future.
