Urgent Help: Restriction on Passport mail outside country

I have a question regarding getting my spouse passport to Canada for PR Visa stamp.

My problem is that there is a restriction in Pakistan for mailing or taking passports out of the country.

I need help in case somebody has been in the same situation. If so how did you get this issue resolved?

You should contact CIC and ask them what to do. Explain the restriction in your country. They will be the best people to ask
