I'm a resident of Quebec and I'm sponsoring my 10 months daughter, as you know it has 2 stages, the Federal Approval then Quebec approval, I got the Federal approval yesterday and they asked me to apply for Quebec.
In the application Quebec is asking me to demonstrate a financial capacity to sponsor my daughter and I'm almost unemployed since I came to Canada permanently last August, what am I suppose to do? being unemployed will affect the application? or as long as the close relative is my daughter I won't be required to demonstrate a financial capacity as it goes with federal?
I don't think you have a problem. "If the dependent child you are sponsoring has a child of his or her own, you must demonstrate your financial capacity." I'm quite sure that your 10-month old daughter does not have dependants of her own, therefore you do not have to demonstrate your financial capacity. Quebec makes it difficult to find the part that says certain sponsorships are exempt from financial requirements, but it should be apparent in the guides and checklists.
You should be using Kit A, as explained here: http://www.immigration-quebec.gouv.qc.ca/EN/immigrate-settle/sponsors-sponsored/apply/undertaking-application/index.html
Kit A does not include a Financial capacity evaluation, because it is not required for sponsoring people who fit into the categories of Kit A.
BeShoo I do appreciate your relay, yes Quebec makes it so difficult to find that part clearly, I have been reading the guide just to find it in words in vain.
We sent ours in August and I think it took 3 weeks but I have heard of some getting it in 2 weeks. The processing time for sponsored people wanting a CSQ is also impossible to find on the site.
The problem with the financial capacity requirement is that they tell you who needs to meet it and you just have to assume that everyone else does not. They don't make it too clear.
I don't know the answer to that. Many of these types of offices are not really set up to receive visitors. I think that mailing might be the best way to get it where it needs to go.
