My parents currently living in India and their COPR is expiring soon next month, my mother is undergoing knee surgery and it will take her a couple of months to recover.
Is it possible for the CIC to extend the validity of the COPR or what is the process to extend the validity of the COPR?

You don't have much time if you want to try.
Otherwise, if she is stable, she can still come and land and return to India if there are follow up appointments with her surgeon.
If she only need to rest and visit physio, she could do that in Canada. Physio is out of the pocket anyway, so provincial medical coverage isn't an issue.
She can remain in a wheelchair and use that for all her transfers with assistance from the airline.
Another option is to let your father land first (if he's the PA and she is the dependent). At least there will be an option for him to sponsor your mother if she lost her PR.
But he will need to live in Canada to sponsor her.
