Uploading multiple PCC's on CIC account?

So I know that one cannot upload multiple documents in the CIC account and that you need to merge them but what if you need to upload multiple police certificates? For example, I've lived in France, UK and Netherlands before and while I can get the PCC's for UK and France, for The Netherlands, I'll need a CIC letter.

What should I do? Should I just upload the UK and French PCC's and then wait for CIC to ask me for a Dutch one? Also where do I upload the document which states that "I am applying from a country that requires an official request letter from IRCC to get a police certificate.”?

Would really appreciate feedback from someone who has been through it.

Yes, upload the PCCs you already have. Add a brief cover letter to the PDF that itemizes the PCCs and also mention you need the request letter for the Netherlands.

I found this old thread where the applicant used their ITA letter as the request letter to get the Dutch PCC, and someone even mentioned they didn't need the letter at all.

We can use ITA letter to request Dutch Certificate of Good Conduct? Wow that could potentially save me some time! I hope they accept it. Will do that. Thanks!
