After ITA,when I start "continue with my application",do I have to submit all documents together?

Can we start and upload documents later or one by one?

I have my proof of Medical.

But I have still not received my PCC. And proof of fund I am thinking to take statements when I will have all the documents together?

So I have a question:What should I do with Permanent Resident Application Fee: CAD 550 and Right of Permanent Resident Fee : CAD 490 ?Do I need to pay both together?
Do I say yes at the beginning?If the payment is made can I upload my documents later on Or I have to pay after submission of all the documents?
