I was advised to provide a provide a Canadian certified criminal record check based on fingerprints for myself on January 15, 2016 which I have obtained. While trying to upload the document in my account, a windows pops up and asks for details such as document name, document number, country of issue, date of issue and date of expiry.
However, when choosing date of issue and expiry there is no option to select the year 2016. Since, I could not input a correct date of issue and expiry because the year 2016 option is not available therefore, I could not upload the required document. I tried leaving it blank and attaching a letter of explanation, but it would not allow me to upload. I submitted a case specific inquiry and the mail said 10 days to 30 business days time. With that I would not be able to meet the deadline.
Provide issue date as 31st Dec '15 and expiry date as 15th July '16. Attach an LOE explaining the problem with date field hence the choice of 31st Dec. 15th July as expiry because typically PCC expires in 6 months for country of current residence.
If you're unable to choose 2016 for date of expiry as well, input 31st Dec '15 there as well and explain this in the LOE. Minor technical issue, not a problem. If you're feeling up to it, conclude your LOE with the recommendation that CIC technicians should sort this issue out asap.
I have notified the issue and submitted a screenshot to CIC. They say turn time of 30 business days and the due date will pass by then. I think LOE would be a better option. Since I can upload only one document, is it appropriate to merge LOE with RCMP letter and upload as one file.
I uploaded. I used the 31-Dec-2015 as issue date instead of 19-Jan-2016 and used 19-July-2016 as expiry date (it allowed to pick 2016 for expiry). Attached a letter of explanation along with screenshots and uploaded. Should not be that big of a deal, fingers crossed.

Yes, I was able to sign that without any error. I remember it kicked me out once, but it was ok second time. Maybe you are taking too long in the process and it get auto logged off before you hit sign. I suggest try changing your browser and finish the process as quickly as possible. Hope that helps!
After sending a CSE, I suggest you to email to question@cic.gc.ca and to web-tech-support@cic.gc.ca . Include information about your application (UCI and file number).
Call them on 1-888-242-2100 and in any other number you find
