Uploading documents maximum limit

In trying to upload supporting documents it seems after 10 documents per category the maximum number of documents limit reached. For example, the instructions say to upload up to 20 photos. But since a recent immigration photo is required that only allows 9 proof of relationship photos to be uploaded until reaching the limit. How are people uploading 20 photos or other documents eg to prove relationship, having used up the relevant categories?

Photos used to be 20 maximum before but it has been reduced to 10.

A good way is to use a pdf document with 10 photos and description.
