Upcoming change of Immigration rule ?

Does any one know about the upcoming change of immigration rule ? I heard rule is going to be changed again in September 2009, but not sure. Pls. inform if any.

There could be changes to list of professions ie 38 list. But do not think anything major. Even the changes introduced in nov last is not fully implemented across all cic's uniformly yet! In particular processing times.

Suppose we are applying from India, how much time it will take to get the Visa according to new rules?
Will still it take around 2-3 yrs?
