Unused Pr visa

hi guys,

A friend of mine, did not land here in Canada after she was granted Pr visa, last 2012. then, now she wants to apply again. So, my questions is , is she still allowed to apply and probably be granted a visa ? Or any working visa as long as she is qualified, regardless of her past record for not using the Pr visa before.

1/ Yes, there is nothing stopping her from re-applying if she qualifies.
