University selection and sds

I got offer from ucalgary and uottawa for meng chemical.
Which is better to choose in terms of ranking and job prospects..
Do chemical engineers have good job opportunities in canada??

Regarding sds.
Ucalgary have tution fees per courses, not per term or year
In total there are 10 courses for the entire program duration
So if i prepay for the entire courses, is it possible for me to apply under sds??
