I am on refugee claimant (Still need to get brown ID next month) and have job on work permit. When I got job immediately I informed to Ontario works and they reduce my support to about 70%. based on my salary but I can't afford my family of 3 kids. My case worker informed me that i should get my child benefits from CRA since i am tax payer. I checked from CRA website. Its written that i can't get Universal child benefits till i got PR. please advice how i can get child benefits.

You or your spouse or common-law partner must be any of the following:
a Canadian citizen
a permanent resident
a protected person
a temporary resident who has lived in Canada for the previous 18 months, and who has a valid permit in the 19th month otherthan one that states "does not confer status" or "does not confer temporary resident status"
an individual who is registered, or entitled to be registered under the Indian Act

So to clarify, you don't have to wait until PR. However you do have to wait until after you have had your hearing and IRCC has accepted your refugee claim.
I am a protected person and had a similar situation. Unfortunately, you are not eligible to receive CCB until you become protected person. You need to apply with your positive IRB decision as they will calculate your CCB from the day you become a protected person.
So to clarify, you don't have to wait until PR. However you do have to wait until after you have had your hearing and IRCC has accepted your refugee claim.

This is to make sure that funds are not a draw for asylum seekers and would also encourage asylum seekers to work. A large family that has minimal income would receive a large sum if they received CCB which could discourage going to work and may also encourage more people to come to Canada and claim asylum. The fact that asylum claimants do not qualify for CCB may also lead to some changes in family planning for asylum claimants. Asylum claimants may also realize that having another child is not affordable at the moment and focus on working and caring for the current family. In some countries asylum seekers don’t even qualify for welfare payments.
