If I decide to do Inland Sponsorship & my sponsor who is my wife signs the undertaking to support me am I legible for Ohip as soon as I get aplappro to become a permanent resident? Or do I have to wait three years?

The undertaking refers to social assistance / welfare payments (not health care). If you take these within the first three years, your wife will have to pay them back to the government.
You can apply for your health card but you can only avail it after 3 months of becoming Permanent Resident. There is a 3 months gap period for every new applicant.
