Understanding the 300/500 quota for FSWP 2013

I am trying to understand the quota for FSWP 2013 (24 occupations). The website says "Between May 4, 2013, and April 30, 2014, we will consider no more than 5,000 complete FSW applications for processing. Within the 5,000 cap, we will consider no more than 300 applications per eligible occupation for processing within this same time frame."

Does this mean that if you are the 5001th applicant (based on total received applications) and the quota for your NOC is still not full, your application will not be processed?

I am trying to apply under NOC 2146 Aerospace Engineers, but will not have my application packet ready till Oct 30th. Will it be too late to apply based on 5000 applications quota? I know that only 6 of 300 applications have been submitted under 2146 so far.

Do you think the 5000 cap will be full by beginning of november 2013? I am essentially waiting to take the IELTS and the earliest i can take it is Oct 12

In my view given your NOC and current total cap update you stand chance. So go for it.. Since you might have all ready gathered and readied your other required documents just get that IELTS result and send your application package

as after hot NOC got filled with 300 limit the increase in number will reduce
