Under rural and northern immigration pilot program are employers required a LIMA to issue job offer to a foreign worker?

As I read and can be corrected , the pilot is outside of the current LMIA process. Still need to get a job offer though matching skills and have a rural community support any PR application

. According the website the details still have not been released on how to find a job or in detail how to apply. Also I would expect there would be some sort of commitment to stay in the community although how that would be enforced seems vague.
