No - it won't work. You are still the sponsor.

But he can still declared her?

And can sponsor if he is already pr?

Again, she is excluded as a family because you failed to declare her in your application.

No - he cannot sponsor her after you sponsor him for PR.

Its not fair, the rules is who ever you want to be a part of family class should declared upon PR APPLICATION.

So my husband is now applying for PR APPLICATION (As my Applicant sponsor) So he, can declared his daughter once he is already a PR He can sponsor her because he declared on his Application documents.

Again, no - he can't. This would only be possible if your daughter had been included as a dependent as part of your application. Since she wasn't, she cannot be included as your husband's dependent and cannot be sponsored later.

The only way this will work is if your husband applies for PR on his own through an economic immigration stream like Express Entry rather than being sponsored by you. Or if you renounce your PR status and return to your home country, then you and your husband apply for PR together with your daughter through an economic immigration stream like Express Entry.
