Hello!
My son is a 19 year old university student and wants support living on his own. He is thinking about getting his own place but knows he cant do that while paying for university and his car. He is very close with his uncle who lives in Iraq, and is wondering if he could bring him here to help him.

Any help would be appreciated.
 
Is there any other possible way?

The uncle has to qualify to move to Canada on his own through an economic immigration stream like Express Entry based on his work experience, education, language abilities, funds available to establish himself in Canada and other factors.

If he either registers as a refugee with the UN, where he would be resettled, or if he has a visa to a country where he could claim asylum.

Be aware that claims for asylum must be based in credible fear of persecution or death, not just poor conditions (though I know conditions in Iraq are terrible)

If he wants to claim refugee status in Canada directly, he will need to obtain a TRV (tourist visa) and travel to Canada to claim refugee status here.

Poor living conditions are not grounds for a refugee refusal. If his claim is based only on poor conditions, he can expect to be refused and forced to return home. Recommend he research the requirements for a successful refugee claim before he goes this route.

He does know the steps needed to be taken to be accepted through the refugee application, but he doesn't know where to go to claim REFUGEE status. Ive heard that turkey is not taking refugees but im not sure

He can certainly go to Turkey and be recognized as a refugee there by UNHCR. However this won't get him to Canada if that's your goal.

If he moves outside of his home country and is recognized by UNHCR - then yes. To qualify, you would also need to find four other people in Canada to co-sponsor him with you since you would be sponsoring him through the Group of 5 stream.

Would add that private sponsorship is not a fast process. There are only a limited amount of applications per year so you could be looking at multiple years until he can arrive in Canada. You would need to put money aside in an account for his living expenses for a year with your other group of 5 member and support him financially for 1 year.
