Spouse is primary applicant and expecting a child due in July 2018. Passports have been sent for stamping. Can I tell IRCC that we will travel now so that we get COPR and later notify them of our inability as it could possibly impact my baby.
Work permit n job offer expires in June 2019. If we stick around and provide all documentation for child and then travel, will our visa be rejected, as at the time of issue of Visa, offer could be valid for 6 months only instead of 1 year which is rule
Once you get your COPR stamped on your passport, send an email to CIC (Email address provided on Ready for Visa email you received during PPR indicating send us an email if you have any life changing events). Let them know you cannot travel as your wife is pregnant and not safe to travel. They will ask you some additional documents such as POF now for 3 people, medical and passport for the kid, photo for the kid etc. They will issue a new COPR for all of you including your kid.
Make sure to email them before your current COPR expires.

Keep in mind that, before landing you are still not a PR. Any changes in your life will need to be reported to CIC and it is up to them to decide on your application again. The reason I'm saying that is after PR (landing), they need to go to court to revert your PR, not up to themanymore.
