Unable to submit PCC on time

Hi guys I received ITA on 15th Oct 2018 and my deadline to submit all the docs is 15th Dec 2018. I have all the documents ready, only my PCC is pending which i will receive by 20th Dec 2018. I will overshoot my deadline by a weeks time. What should i do?? Go ahead and Submit my application or Decline Invitation?? Pls suggest i am really confused.....:

Explain the situation in the LoE and provide them with the proof that you've applied for the PCC and will receive it by the given date. Attach the receipt of payment of PCC, the tracking ID or any other kind of proof.
