Is it mandatory to submit passport copy of my 2.5 years old child as she did not have the same?
moreover I am not going to accompany her to Canada/I am not going to apply PR for her with my application.
Yes - it's mandatory even if the child is non-accompanying. Why can't you submit the passport copy?
I did not have her passport.
I have to apply a new passport.
Can I submit a affidavit for non availability of child passport?

You can apply right now without including your child's passport. Mark accordingly in the form where you are asked whether the child has a passport. Also, provide an explanation in a cover letter mentioning why you can't provide it at the moment. Your application will not be rejected due to this, but you should apply for the passport and be ready to present it when asked by the VO later on.
Thank you very much. I will do the same.
Better to apply pr for full family. U will get passport in tatkal in one week time.

Yes they will take child photo in passport office.
photo will not be taken for children below 4 years. you have to bring the passport size photo.
