I must have called them at least 15 times over the past two weeks. I called in the morning, midday, and late afternoon and an automated msg says all agents are busy, try another time, and then I get disconnected.
Has anyone been successful? Did you maybe call at the exact time as they open the lines? I havent tried that.
I only want to know where they are at with my background/security checks, and when am I likely to receive PPR. I am also waiting for the GCSM notes. I am a May 2017 inland BC applicant.

It's a perfectly good question to ask the call centre. You cannot find out where your application is at otherwise. The call centre is there for that exact purpose - to answer case-specific questions.
@MissJustice That has been my experience with the call centre as well. It is possible to get through, but may take you many tries. They will not tell you though when you are likely to get PPR. They don't know that. They can only say whether your criminality, eligibility etc. is passed.
