I am planning to travel to Canada first time next month to complete the landing procedures and will be staying for maximum 2 weeks.
But I would like to make a stopover in UK for a week on my way back. I have a Pakistani passport and requires a visa to enter UK.
Can I apply for a UK visit visa from Canada or do I need to apply it from Pakistan before I leave for Canada?
You should apply from Pakistan. You never know how long it will take to get the visa or whether you will be approved. Before booking tour ticket it would be best to figure out whether you will be able to visit the UK. Also make sure you don't need a transit visa when flying through the uk.
the reason i don't want to apply from Pakistan is the refusal rate is quite high for Pakistanis.
secondly from canada the processig time is 10 days for 95% of the applications.

You will still be making a big assumption that you will get a UK visa within your 2 week stay in Canada. Given your PR card will take a couple of months at least to process after initial landing it is not really that relevant. In any case doubt makes any difference to a UK visa application as you will still be applying with a Pakistan passport upon which the application will be based and any visa issued not whether you have a PR card or not.
With a 2 week initial stay in Canada you could not really show you have established a residence so personal view you would still be better applying before you set out from Pakistan
Your application can easily go longer than 2 weeks in Canada. You also would habe already purchased your ticket. Better to apply from Pakistan. As previously said a soft landing in Canada will not really change the fact that your home is fill Pakistan.
