U of Alberta - PhD on Sociology admission?

Hey everyone! I'm graduate student in Law School from Turkey. I'm really into criminology and sociology of law and in Alberta, they have amazing professors of Sociology who works in these fields, and I really want to go there for PhD. I know the applications start in Sep till Jan but really want to be sure that I have any chance to be accepted. My toefl score is 95 (limit is 88), gpa is 3.54 (limit is 3.5), I'm from a different academic discipline. With all of my scores very close to limits, do i have any chance? (They dont ask for GRE)
