no visitor visa cannot get one way ticket. even entry can be refused at airport ifyou do not have date of return

One way tickets are only allowed if you are a super visa holder. Otherwise a two way ticket is required.

Not sure what a "dummy" ticket is, but I can guarantee that if you do not hold a valid return ticket (and they can check other airlines to confirm it's valid) at the airport when you leave for Canada, the airline will not let you board the plane (speaking from personal experience....on several occasions). Airlines are responsible for your return, should you be denied entry into the country on landing, and they don't like to have to foot the bill.
You can book refundable tickets which allow for a date change if you'd like to change her return flight date.
Airlines will not let her board the flight on a one-way ticket. There's no dummy return ticket.
Also, she may be asked to show a return ticket when she arrives at the POE
