I am an Iranian national. When I was a student with a study permit, the Canadian government introduced a special program under which I was able to get an additional work permit to work full time as well. During my studies, I worked full-time as a retail store supervisor (TEER 2) for two years. Now I have graduated and wanted to know if I can apply for my PR right now with that work experience. They don't count experience when you are a student, but I had a work permit as well as a study permit.

Are you sure your study permit wasn’t cancelled? Normally it is one permit or the other not both. The terms your WP and study permit are not compatible.
Wasn’t an additional permit it is one or the other. When you applied for the special permit that should have cancelled the study permit you previously held.
Hello,
Could you please tell me where it says that?
Also, I checked with university and they said I could have two permits. I did study for 4 semesters after that with no issues.
But that was not my original question anyways.
