Tution Fee refund of decided to go to another university

Can i get full fee refund if i decide to attend some other university.
I hv been accepted to university of ottawa for masters in CS winter 2019 , I hv paid one term's full fees but now I am deciding to attend another university. So can someone tell me if uottawa will refund my fees or not?

They don't answer the calls or reply to emails. May be the department is very busy with the admission applications.
Have already sent a email tonthem but still checking in this fourm if someone has similar experience
