Turning down job offer letter because receiving a better offer already in the country ?

Hi a friend just enter Canada with a job offer letter, now required for IEC participants to inter the country during pandemic , and could be possible that during his quarantine he could receive a positive response of other employee, that he would like to work way more , and way better conditions that the one already issue him a job offer letter

could he have issues if he will turn down the initial job offer he needed to have, and used to enter in the country due Covid circumstances ? ( he didn't sign any contract yet )
for the record he have an open work permit under IEC working holiday so he is not entitled to work with an specific employee
