Can not paying tuition fee for first semester hurt my chances of getting study permit?

It varies from case to case. If you have a strong case without it, then sure, skip it.

In general, however, paying your term or year fees is a very strong indicator that the money isn't borrowed and is intended for your education.

I would always recommend you pay it.
